The Institute’s credibility will depend less on its name than on who can challenge decisions, how conflicts are handled, where scientific authority sits and how clearly the public can distinguish aspiration from fact.
This page describes a proposed governance model. No founding council, scientific advisory network, charitable status, Royal Charter, public mandate or statutory authority is confirmed.

Steward purpose, legal and fiduciary duties, risk appetite, executive accountability, conflicts and institutional integrity.

Scientific advisory network
Challenge research priorities, methods, evidence claims, ethics, review quality and the threshold for scientific endorsement.

Programme leadership
Own defined scope, resources, dependencies, delivery evidence and escalation without acquiring authority over independent review.

Public and participant voice
Provide structured challenge on public value, access, local impact, safeguarding and whether participation is meaningful.
Control system
The boundary must survive pressure.

Record important public claims with their source, owner, status, review date and approved wording.

Publish or appropriately record founder, council, reviewer, sponsor and delivery conflicts before decisions are made.

Use defined pursue, reshape, hold and close outcomes with reasons, conditions and named decision authority.

Maintain exact scopes, permissions, confidentiality, attribution, data rights, claim rights and exit routes.

Say what changed, not just what launched.

Publish legal form, governing documents, registered details and authority only after they exist and are independently checkable.

Publish confirmed appointments with roles, decision rights, relevant interests and start dates — never prospects or informal advisers.

Funding
Separate applications, conditional offers, committed funding, cash received, restricted funds and programme-level runway.

Programmes
Label concepts, feasibility work, funded delivery, completed outputs and independent validation as different states.

Partnerships
Name partners only with written permission and describe the exact scope rather than implying a broader alliance.
